Local Noon is the time when Sun crosses the meridian for a given place. Because of standardization of timezones this time differs from 12 noon. Another reason for variation is ellipticity of earths orbit. This causes the sun to move at different speeds during the year. The corresponding correction factor is called Equation of Time.
